Synopsis

Farrokh Bastani is an Iranian youth from a poor family background. After studying at Dar al-Fonoun school in Tehran, he goes to Paris to continue his studies.

Paris is in a difficult situation in the days after the First World War. This situation creates a lot of pressure. During some events, he meets an Iranian-French girl named Blanche, who was born to a French father and an Iranian mother.

Farrokh marries Blanche and succeeds in getting the position of secretary to Hassan Taghizadeh, the then Iranian ambassador in Paris between 1933 and 1934. When Farrokh Bastani returns to Iran, Taghizadeh in a letter addressed to Minister of Culture and Education, recommends using Farrokh in the government.

In this way Farrokh Bastani is appointed to the position of the governor of a small desert city named "Saman". After being in that city, Farrokh gradually destroys the traditional fabric of the city and replaces it with a modern street and new shops.

The presence of his French wife in that small and religious town will eventually cause problems in the town. Some time later, with the issuance of the order to remove women's hijab, new events takes place in the city of Saman..
